But the governors were not willing to accept this suggestion and the condition. The disagreement was finally patched up on a compromise formula brought up by the viceroy to the effect that the governors would use their discretionary powers only in cases where there was disagreement with the ministers or ministry.
This was acceptable to the congress and thus the party formed ministries in the provinces. Gandhi
